St. Petersburg Downtown Partnership CEO Jason Mathis says the city is creating unnecessary uncertainty for local businesses as its franchise agreement with Duke Energy expired without a path toward renewal. For Mathis, the issue comes down to one thing above all else:
"What businesses care about is certainty," Mathis said. "When you're starting a small business, buying a small property, the fewer variables, the better so having some questions about what's going to happen with energy that's a variable that we shouldn't really have to deal with."
With a municipalization study still months from completion, despite Clearwater having already completed its own, his concern is that prolonged uncertainty risks discouraging Duke's continued investment in the community, and any future legal battle over eminent domain could give businesses further pause.
