The St. Petersburg Area Chamber of Commerce embarked on the long process of developing an EDC to attract and retain companies two years ago as part of the city’s “Grow Smarter” strategy. Their decision to bring DuBuque on board wasn’t long or arduous or even meticulously thought out.
