Downtown's First Park

In 2026, $3M in City Council City and State approved funding will be invested in the City’s first park, Williams Park. Established in 1894, documents referenced it as “The Park” for over a decade before taking on its donor’s namesake. It once served as “town square” and has been the site for political debates, civic rallies, picnics, outdoor events and performances. In recent years, however, time, use and weather have taken a toll on the physical structure, necessitating repairs to the bandshell, roof, stage area, backstage space, public restrooms and storage space. Additionally, aesthetic repairs, sound and lighting upgrades and ADA compliance updates will renew, restore, secure and enhance this park’s legacy for generations to come.

Kimley-Horn developed initial renderings; an early stage of the process was to review similar parks in other urban centers, such as Bryant Park in New York City, which forged an introduction to and subsequently a professional engagement with urban development expert Dan Biederman. Biederman is noted for his revival of New York City’s Bryant Park as well as his redevelopment, activation and management work as Biederman Redevelopment Ventures (BRV) in urban Los Angeles, Chicago, Dallas, Houston, Atlanta, Miami, Pittsburgh, Boston, Baltimore and Newark.

Biederman’s guidance, through best practice as well as tours of the park as it currently stands, have set the groundwork for activities spanning the next year. The Partnership is intent on energizing the park through amenities and events; establishing an operations plan to keep the space clean, safe, programmed and landscaped; cementing a strategy for revenue generation through concessions, events, rentals and sponsorships; and launching a governance model for the park’s management and maintenance to sustain into the future.  

Collectively, the team is developing the programming for the space, which includes ongoing F&B opportunities, along with daily, weekly, monthly and annual planned activities.
